ReplyDeletethe twin packs and multipacks are just when two items are bundled together, if they scan as 1 item, it counts as one item...

ReplyDeleteIt means a twin-pack or multi-pack counts as only one item, not multiple items. Think of it as buying a single purchase.
So if you're using a twin-pack, that is only 1 item count, thus you need 2 more to satisfy your rebate however you choose.
